Pursuant to 20 U.S. Code § 9622 the Commissioner of Education Statistics is required to carry out a long-term trend of assessment in reading and mathematics, which is conducted through the administration of the National Assessment of Education Progress (“NAEP”), commonly known as “The Nation’s Report Card.” The purpose of this assessment is to provide a fair, accurate, and timely measurement of student academic achievement across the United States. NAEP conducts rigorous tracking of national and regional achievement trends over time, specifically focusing on core subjects like reading, science, and mathematics for students in grades 4, 8, and 12. Using a statistically valid random sampling process, the assessments ensure that data represents both public and private schools without testing personal or family beliefs. The collected data is broken down by demographic categories, such as race, ethnicity, socioeconomic status, gender, and disability, to identify systemic educational gaps. Ultimately, this assessment informs policymakers, educators, and the public about the overall progress and performance of the American education system.
